You tap Install on the app page. The button doesn't turn into a progress bar — it turns into two grey words: "Download pending". You wait. You make tea. You come back ten minutes later and the Play Store is still holding your download in the waiting room: no bar, no percentage, no explanation, and no sign it's ever going to move.
Here is the thing most people never learn about this message: pending is not an error — it's a queue ticket. The Play Store downloads one app at a time, in order, and your app is standing in line behind something: a stuck update at the front, a settings rule that forbids the network you're on, a system component that never reported for duty. Find what's at the front of the line, and the line starts moving. The nine fixes below do exactly that, starting with the queue itself.

Quick Answer: Start at the queue: Play Store → profile icon → Manage apps & device, and cancel every download or update stuck on Pending — then install one app on its own. If it still waits, check the app download preference isn't set to Wi-Fi only while you're on mobile data, and confirm Download Manager is enabled. After that, clear the Play Store's cache. Those four checks unstick the large majority of pending downloads.
Fix 1: Break Up the Queue That's Holding Your Download Hostage
The Play Store quietly queues app updates in the background, and it serves the queue strictly in order. One stuck update at the front — a big game update that lost its connection hours ago, say — holds every download behind it hostage, and each one reports the same patient "Download pending." Evict the blockage:
- Open the Play Store and tap your profile icon (top right).
- Tap Manage apps & device, then the Manage tab, which lists everything pending.
- Tap the X beside each download or update sitting on Pending to cancel it.
- Go back, find the one app you actually want, and tap Install — alone this time.
To stop the queue clogging itself again, visit profile icon → Settings → Network preferences → Auto-update apps and switch it to Over Wi-Fi only or Don't auto-update apps. Background update pile-ups are the single most common cause of this message, so this one setting prevents most recurrences.
Fix 2: Check the Download Preference Trap
Sometimes the queue is fine and the store is simply forbidden from using the network you're standing on. If the Play Store's download preference says Over Wi-Fi only and you're on mobile data — or your Wi-Fi is too weak to hold a session — every download waits politely for a network it's allowed to use, forever:

- In the Play Store: profile icon → Settings → Network preferences.
- Tap App download preference.
- Choose Over any network — or Ask me every time if you'd rather keep control of large downloads.
- Retry the install.
If the download starts immediately, nothing was ever broken: your app was pending because the store was waiting for permission, not for a connection.
Fix 3: Wake Up Download Manager
Behind the store stands a system component most people never see: Download Manager, the part of Android that actually fetches files for the Play Store. If it has been disabled — some "cleaner" and battery apps do this — or its cache has jammed, the queue can be perfectly healthy and still never move, because the worker never shows up:
- Open Settings → Apps → See all apps, tap the ⋮ menu, and choose Show system.
- Find Download Manager and open it.
- If it shows as disabled, tap Enable.
- Tap Storage & cache → Clear cache.
- Return to the Play Store and retry your download.
Fix 4: Clear the Play Store's Cache and Data
When the queue is empty, the preference is right, and Download Manager is awake, suspicion falls on the store's own records. Corrupted cached data can stop the store from starting new downloads at all. Clearing it removes stale temporary files; clearing the data resets the store fully — and neither touches your installed apps or purchases:

- Open Settings → Apps — Pixel: See all apps; Samsung (One UI): Apps; Xiaomi (HyperOS): Manage apps.
- Open Google Play Store → Storage & cache.
- Tap Clear cache, then retry the download.
- Still pending? Return and tap Clear data (or Clear storage), reopen the store, accept the terms, and retry.
Fix 5: Give the Download Room to Land
A download needs more space than the app's listed size: the package comes down, gets unpacked, then installs, and all three stages need working room at once. On a nearly full phone the store won't say "no space" — it just leaves the download pending. Open Settings → Storage and free up room until at least 1–2 GB is available: use Free up space (or Samsung's Device care cleanup), uninstall apps you haven't opened in months, move photos and videos to cloud storage, and check the Downloads folder for forgotten installer files. Restart the phone once, then retry.
Fix 6: Bring Play Services and the Store Up to Date
The store leans on Google Play Services for the machinery behind downloads, and a version mismatch between the two can leave downloads hanging without a word of explanation. Update both halves of the pair:
- In the Play Store: profile icon → Settings → About → Update Play Store to fetch any newer store version.
- Go to Settings → Apps → Google Play Services, open App details in store, and tap Update if it's offered.
- For stubborn cases, also clear Play Services' cache: Storage & cache → Clear cache — it can jam the queue just as the store's own cache does.
- Check for a phone software update while you're here (Settings → System → System update; Samsung: Software update), install it, and restart.
Fix 7: Restart and Give the Connection a Clean Slate
A half-dead network session is the next suspect. Restart the phone — it clears the store's background state — and while it boots, restart your router if you're at home. Afterwards, toggle Airplane mode on for ten seconds and off again, or simply switch between Wi-Fi and mobile data and try the download on the other route. That swap is diagnostic as well as practical: if downloads start on mobile data but stay pending on Wi-Fi, the Wi-Fi itself is the problem — a firewall, a hotel or café login page you haven't completed, or DNS trouble. And if you use a VPN, switch it off for the test: traffic routed through another country can leave the store's download servers refusing to play along.
Fix 8: Sign the Google Account Out and Back In
If the queue, the settings, the components, and the connection are all clean, the account session itself may be what's stale — the store queues downloads against a sign-in Google's servers no longer fully trust, and never gets the conversation started. Refresh it:
- Go to Settings → Passwords & accounts → Google, tap your account, and choose Remove account. (Know your password first — you'll sign back in with it.)
- Restart the phone.
- Return to Settings → Passwords & accounts → Add account → Google and sign in again.
- Open the Play Store and retry the download.
Removing the account deletes nothing from it: mail, contacts, and purchases live with Google and sync back.
Fix 9: Roll Back a Store Update That Broke the Queue
Last in line: the store itself. If pending downloads began right after the Play Store updated itself, roll the update back — Settings → Apps → Google Play Store → ⋮ (three dots) → Uninstall updates — and test a download on the factory version. If it flows, the update was the fault; leave the store to update itself again in the background, which it will do within hours, usually fetching a corrected build. You lose nothing but the faulty version: apps, accounts, and settings are untouched.
When Only One App Refuses to Move
Read the scope before escalating. If every app downloads except one, the problem usually isn't yours at all: the developer may have paused the rollout, pulled the app from your region, or left the listing in a restricted state. Cancel that download, wait a few hours — a few days if you can — and try again; a single-app pending that lasts for days generally means the app is no longer available for your device or region. If, on the other hand, everything is still pending after all nine fixes, contact Google Play support (play.google.com → Help → Contact us): they can check whether your account is being rate-limited on Google's side, which no phone setting can lift. Menu names vary slightly by brand. Covers Android 10 through 14.

Pending, in Plain Language
How long should I wait before deciding a download is stuck?
About ten minutes on a working connection. A healthy queue starts moving within moments; a download that still says pending after ten minutes isn't slow, it's blocked — cancel it and start with Fix 1.
Why does "Download Pending" happen on Wi-Fi but not on mobile data?
That pattern points at the Wi-Fi network itself: a firewall, an unfinished captive-portal login (the hotel or café sign-in page), a VPN or proxy setting, or DNS trouble standing between the store and Google's download servers. Forget the network and rejoin it, complete any portal sign-in in your browser — or simply download over mobile data, where the path is clear.
Does clearing the Play Store's data delete my apps or purchases?
No. Fix 4 removes only the store app's temporary files and resets its local settings. Your installed apps, their data, and your purchase history stay untouched — you'll just accept the store's terms again and, at most, sign back in.
